It's a section of the dragon fountain created by Catherine Marie-Agnes Fal de Saint Phalle for the Schneider Children's hospital in New Hyde Park NY. This is cropped, colors altered a bit, fractalius filter, Xero's super smooth and a touch of Orton.$

$AMKphoto > I made a copy of the flower (a cream colored lisianthus) applied a gradient filter to the copy, pasted it on to the original and reduced the opacity. Next I applied the fractalius filter.$
